As per the AP analysis, the weapon chosen by Iran lacks accuracy to target anything other than objects larger than 1.2 km. That, by the nature of the chosen weapon, would exclude the IDF headquarters as their intended target. The target, at best, is a neighborhood in the city, by the virtue of imprecision of the weapon chosen by Iran, and Iran's intent, if any, to hit the military asset in question only manifested itself in having their fingers crossed. Of course Iran was targeting civilians!
Responding on behalf of the offended devil, the obvious elementary flaw of your argument lies in complete misrepresentation of the concept of human shields. Civilian presence outside of the grounds of an intended target, let alone their presence in the city where a military target is located, does not make those civilians human shields. Since Iran only hit civilians way outside the grounds of their purported target, and since Iran's weapon of choice precluded targeting any specific military asset, it is preposterous to suggest that there was presence of human shields in the IDF headquarters, just as it is preposterous to suggest that civilians outside of the military asset in question were in any way used as human shields to protect the target from attack.
I will leave the "the IDF headquarters is located in the middle of Tel Aviv! Do people living around it realize they are human shields??" without further comment. Its ludicrous premise is self-evident.
On a different note: I recall you declaring, on numerous occasions, your passionate advocacy for civilian victims of war everywhere, regardless of their circumstances. Your conspicuous absence of empathy for Israeli civilians, and your awkward excuses for Iran's attacks on Israeli civilians are contrary to your previously avowed moral principles.
