Deciding where to have the ceremony? Of course he does. There is a tradition of having it outside, but that means nothing to Trump, and I don't believe there is anything in any law that says it must be outside. The Constitution simply says

"The terms of the President and Vice President shall end at noon on the 20th day of January ..."
and
"Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:– I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

It doesn't say where or how.

Moreover, it is terrific if it is moving inside. We should harass him endlessly with the charge he moved it because he knew it was going to be a tiny crowd. TINY !!!
