Trump was looking at a record low attendance at the ceremony, It was already going to be low because of the "been there, done that" attitude. And the weather forecast ensures that this would be the smallest crowd in 50 years.

So think again. If you don't get this, you haven't been paying attention to Trump's ego.

Moving it inside will allow him to say "ALl the professionals say this was going to be the biggest crowd that has ever been assembled in human history. But I had to think about the safety of the people, so I moved it inside."

Or to put it another way, if Trump thought he was going to have a big crowd, there is no way he would cancel this. No way ever. He doesn't give a shit about anybody's safety.
