The bill for the veterans was in response to all of the veterans that were dying in hospitals across the country. That travesty happened while Bernie was chair of the Veterans Affairs committee--so in other words, he was fixing a mess because under his watchful eyes things got screwed up. The bill was passed almost unanimously because no representative or senator would want to be seen as voting against veterans benefits so almost any amendment introduced was going to get approved and there weren't any negotiation skills involved.
The Federal Reserve Transparency Act was actually an idea that was conceived by Ron Paul and the Tea Party. Bernie latched onto the idea and sponsored it in the Senate in the 111th, 112th, 113th, and 114th Congresses. By the way, I don't believe that the libertarian bill ever became a law so it serves as an example of Bernie's lack of competency as a legislator.
