1. Not exactly fair. It really means *I*... along w. the rest of the taxpaying citizenry...

... have to pay the 55k.

Consequently... neither Bloomberg nor anyone else associated with the throwing of the punch.... i.e. the police commander and the punch-throwing cop himself.... could care less about the 1. the injustice done to the victim; 2. the injustice done to the taxpayer. Additionally,similar injustices therefore are likely to recur.

I favor a system where governmental employees are *personally* responsible (liable) for their own behavior. On duty and off.
