The whole thing seems a bit sketchy, with little information provided here, but Wikipedia and other references seem to indicate it is a series of edifices built on coral reefs. Like a great many historical sites around the planet, it is not understood quite how it was done, or why, but it is almost certainly a great deal less mysterious that it is being portrayed.
