I was a junior officer on some sort of an escort detail. He walked by me, I raised my hand to salute him, he made eye contact and just kept on walking. He totally ignored my salute.

A salute is a two-way symbol of respect. The lower ranking guy makes himself vulnerable to a superior and the superior acknowledges the presence of a subordinate by raising his hand in salute. Perhaps I took the saluting thing too personally when I was in the army, but his willingness to just blow off a junior officer - a guy he could feasibly send to his death while he sits in an air conditioned office safe and in the rear - told me everything I needed to know about that guy.
