Counterintelligence organizations tend not to arrest a spy once discovered. They limit what they can see, and spy on them doing their "job." The information the US has on the 2 companies probably comes from years of working the target without her knowledge. They make arrests when 1. The target isn't useful anymore, 2. The FBI needs some good press, or 3. The CI operation is discovered.
