and Obama has separately requested additional FBI resources and personnel for these services.

Since the FBI is not universally loathed among Republicans and the NRA, they haven't repeatedly displayed the ATF's biblical levels of incompetence, and quicker and more efficient background checks will benefit gun owners, I assume the FBI will likely get their additional money from Congress.

The new funding and budget requests for the ATF, largely to implement Obama's EO's, will collect dust and refuse in Speaker Ryan's circular file.
