9. I still like the idea of an ankle bracelet.

Why should this guy sit on his ass singing and watching tee vee, getting three squares a day, and griping to the EU anytime his cell is too hot or cold, or his blanket too scratchy?

Make him stay home and take care of those kids--but make him STAY HOME. Hell, for extra security, put an invisible fence around the property and hook him up with one of those cute (locked up tight) collars set to "stun."

If it's good enough for Fido, it's good enough for him.
