fully-functioning brain in order to be on school boards, library boards, anything to do with education. Must pass basic reading and comprehension, civics and math tests at the very least.

Yes, I know. Completely unrealistic. Wouldn't it be nice? (okay, now I have the Beach Boys in my head!)
