1. What if the buyers had been Israeli Arabs?

Would he have been prosecuted? Does anyone know if there have been land sales to Israeli Arabs where the seller was prosecuted for selling to an Israeli? Would he have been prosecuted if he had sold land to a Jew who was not Israeli?
