There are at least two resolutions on West Sahara that use the word "occupation" outright, and there are numerous references to international law in other UN documents about West Sahara as well.

It's also worth noting that UNSC Resolution 1483 (2003) very clearly defines the US and UK as occupying powers in Iraq and that they have responsibilities under international law.
