Ketchup wasn't an approved food.

On food stamps, you don't get ketchup. Not something that could be paid for with food stamps. Ketchup and filet were in the same category, "not covered."

To enable food stamps to cover ketchup, it was classed a vegetable. Suddenly if you were poor, ketchup wasn't a luxury item. And you didn't grab extra ketchup from fast food places to provide the ketchup for your hot dogs, burgers, or whatever else you put ketchup on.

Given unreasonable regs, it was a kludge.
