Type this at the command line:
ren 10-L-*.txt 10-8-*.txt


Here is the rename help:
Renames a file or files.

RENAME [drive:][path]filename1 filename2.
REN [drive:][path]filename1 filename2.

Note that you cannot specify a new drive or path for your destination file.

The syntax of the windows help above uses [] to enclose optional terms.
