Why do we pay VAT on toilet paper and toothpaste? [View all]

I went to a different supermarket yesterday, and their bill separated out the VAT paid - more than I expected. On inspection of the items, it turns out that both loo roll and toothpaste attract VAT, despite, I would say, being essential items for which there is no substitute, and for which there is little scope for "luxury" spending. Unlike, say, cakes.

What gives?
