3. I can't see this working outside King Pierce Snohomish counties

The waste disposal in my county (Kitsap) will fight this tooth and nail. They have such a long list of items they won't recycle already. I could never see them agreeing to pay people for their recyclables.
Then there is the issue of the eastern side of our state. Far too red to do this, just on principle.
