3. So the white supremacists have outfoxed the police and city officials because they say

they aren't having a parade, and since they won't be marching down the street, they aren't requesting any streets to be closed for the rally... hence white supremacists say there is no need for a permit. The police say the group plans to stand on the side of the road with signs and handing out literature. Is that like a stationary parade? Presumably this would also apply to the counter protest groups that will like show up to rant against the fascists and Nazis.

And, of course, Tennessee is one of those open carry gun states that doesn't require any permits... why does Tennessee have such a problem with permits? This won't end well.
