Have been monitoring that too.

I still think it's that people aren't registered nor voting in general. The city always gets blamed for "turnout" but there have been a few articles about suburban voters finally waking up and actually participating (with the article thrust often done as yet another way to insult and slam the city to compare while showing their cognitive disconnect of mentioning actual increasing turnouts in the low-turnout 'burbs, but I won't go there ).
