it seems that the goal is to reduce suspensions and to create a new discipline code. Perhaps the new code should have been in place first! And there is no excuse for the shoddy and misplaced paperwork. That is just incompetence.

Suspensions can be reduced if other procedures are put into place such as a building-wide code of conduct that is uniformly enforced. It takes a while for everyone to get on the same page with it. Too many kids see suspensions as a kind of "reward". Act like a fool and get out of school. It's a mini-vacation for them.
