5. Another instance of questionable denominator

Clued in by the word "rate".

If you pretend nothing's happening and don't test for cases, you don't get many confirmed cases to put in the denominator of the fraction, but when someone needs to go to the hospital, you can't pretend nothing's happening anymore, so the numerator gets bumped up.

Of course any state-to-state comparison is also complicated by how far along each state is in its outbreak given the time it takes for infections to turn into hospitalizations to turn into deaths...
