2. it's a big investment, and something that is hard to do well.

the city of evanston, just over the border from chi, tried to process downed trees for a long time.
they made firewood, and sold it cheap. and they had big machinery to grind and turn the small bits into compost.
after several years, they gave up. couldnt contain the smell.
