This already takes a horribly weighted system and makes it even worse. Congressional districts are already heavily biased against Democrats because of both gerrymandering and more living in urban areas.

The Nebraska spilt did mean a whole lot on election night (combining it with Arizona led to Pennsylvania coming off the table thus screwing up the initial voter fog plan by Trump).
