about how a state could "withhold federal taxes" but is it really possible?

My employer withholds money from my paycheck twice a month... plus every time I am granted a new RSU ( restricted stock unit ) as part of my compensation, the stock broker company takes the number of shares that I receive and immediately sells about half to pay both the federal and state taxes on this bonus money that I make. I think both my employer pays the money from my paycheck and the stock broker takes the proceeds from my RSU sales and both of them send the money directly to the US Treasury. I don't think the State of California ever sees this federal withholding money.

So how is it that California can stop sending Californians tax dollars to the feds? I would love California to do that... but I am not sure that it is possible.
