the bottom of the Ravelry page there is a detailed tutorial offered by the seller? I didn't go through it myself, but it sure could help you.

From the look of the pattern, you probably increase quickly as you start at the top, and then decrease to make the cloche-like fit over the baby's head.

If you are having trouble pushing your crochet hook through the loops, then you are crocheting waaaay too tightly. If you are using the yarn and hook given in the pattern, you should have a nice loose crochet going. Make sure to crochet the base chain verrrry loosely so you have room to work. As you make the chain, the hook should move very easily.
