I think this means the voting numbers will come way down.
There are deadlines, I think they have to see everything by the end of the year in order to be eligible to vote. Well OK, people are traveling and sometimes working in other countries. How are they going to find the time?
On the other hand, it cuts down on voters who only vote for their friends, or they vote for movies that received glowing reviews. This rule is going to make a difference for the Oscars next year. Whether it's good or bad ... we'll have to wait and see.
