wants to influence NYC and how they pay for things, reduce pollution, and grid lock.

The majority of New Yorkers like the charge. The people who don't like the charge aren't New Yorkers.

Here is a link showing that commute times have dropped during the times of the day where it takes effect. (Slow loading graphs)
Time saved is a lot. This plan was worked out over years and had to overcome Upstate resistance from GOP elected officials. Also the money goes to working on the subways. Which are controlled by the state not NYC.
