2. Regressive tax implemented via a bait and switch

The State of NY claimed "environmental benefits", but once federally approved the final enabling State Laws have a singular goal of raising really high target revenue amounts. I am biased as I'm barely middle class and live in Midtown Manhattan, we are the most mixed city by usage with commercial and residential of many economic levels all mixed together. Yes up around Central park it is only legacy middle class and the wealthy, but below 34th street it is more diverse. And we have never tried to enforce NYC residents only for the residential parking. I'd rather not have zones with stickers but at least ticket anyone with out of city registrations. But this has become a revenue grab for the most inefficient transit builder, the amounts they spend is beyond compare. Yes part of the costs in NYC is for health coverage and liability but there seems to be graft too.
