In the case you cited above, it was September and Obama hadn't yet been elected. (My reference was to a president-elect taking control well before January 20th.)

In the meeting pictured, it appears that Obama was present in his capacity as a Senator and was in consultation with both his political opponent (McCain) and the sitting president (W. Bush) on the subject of the bailout. Obama wasn't controlling congress in advance of his taking office like Trump is now. He wasn't acting like he was president, throwing his weight around and threatening people like Trump is.

I love your posts and wouldn't want to cross you on anything, but maybe I'm missing something in your point?
