trying hard to establish rapport in a new agency. Or not. Two words for the remaining FEMAians. Malicious compliance.

It's gonna take a catastrophe to turn this ship around and the sooner the better. Not wishing catastrophe on anyone, but let's get it out of the way while there's still remaining infrastructure. A lot of somebody's are going to have to take one for the team on this FEMA issue.
