We can deduce that Trump scheduled the meeting, rather than the terrorist.

Also, we can deduce that he wanted it kept secret from the American people at large, because he permitted no cameras at their meeting.

If not for the Trump pardon, the terrorist would probably be spending 20 years behind bars? So, he owes Trump.
