5. They are recruiting foreigners to avoid full mobilization

And mass conscription of Russian citizens. They have over 140 million people. They could draft millions if they wanted/needed to. They don't want to. They would rather let foreigners fight and die then deal with the backlash over a mass mobilization of Russians. Plus, it would be basically admitting the war isn't going good. And I doubt they'd have enough equipment to outfit everyone if they fully mobilized.

And Russia isn't the only one with manpower problems. Ukraine is running out too and they have a far smaller population then Russia.
