Including historic drought and low tides likely brought on global warming - this led to ships back logged and being on the waiting list to cross as long as 2 weeks and apparently they don’t see a short term fix

While Mexico’s approach will surely face some growing pains once the rail infrastructure is completed, it would be much faster and cheaper (according to the planners)
