But there is a valid question of ratification that needs to be addressed, and the DOJ has addressed it.

Congress set a deadline, extended that deadline, and then the deadline passed without the requisite number of states having ratified the amendment.

There are valid, legal questions around whether or not a) Congress acted within the bounds of the Constitution by setting the deadline to begin with and b) whether or not states who rescinded their ratifications can be included as having ratified the amendment.

These are questions for the courts, not the President...
