You have to be present in the Senate for that. He was retiring at the end of this term. I don’t think the Governor can temporarily fill his seat but not sure on that. I may be missing something but I don’t see the need for a cover up.

The Kentucky Senate primaries have already taken place for the 2026 November election, Andy Barr (R) and Charles Booker (D) were the winners, so it looks like the general election candidates have been chosen for Mitch's open seat.
