Guam governor asks Biden administration to address federal deficiencies

In a May 5 letter to the Biden administration, Gov. Lou Leon Guerrero addressed federal policies that affect Guam and implored the Biden administration to address deficiencies in Medicaid, Supplemental Security Income and federal highway funding.

Medicaid

Unlike states, territories are subject to annual caps for federal funding, the letter stated, and territories must also match federal dollars with local dollars at a fixed federal to territory ratio.

But this amount differs from the local match that states are required to contribute, which is based on the per-capita income, the letter stated.

"The inability of some territories to meet this high match requirement has prevented some of us from availing of much-needed federal funds," the letter stated. "Furthermore, the annual cap on Medicaid funds for territories has led to us covering the remaining costs with unmatched local funds."
