If they fall more than 3 times they are awarded extra points on their routines to make up for it" (yeah, - it was the same with Soviet gymnasts back in the day). It's right there after the clause that says the Russian team can compete even if they've been caught doping - as long as they call themselves something else.
That's why I think the Olympics should be limited to sports that have objective measurements: how high one can jump, how much weight one can lift, who can cover a given distance in the shortest time, etc. Once you start giving points for "artistic impression" you open up the event to all sorts of subjectivity.
BTW, Netflix has a series called Bad Sports (I think) that has an episode about the Canadian figure skaters at the either the Salt Lake City or Calgary Olympics losing to the Russian pair, although the Canadians had a routine that was executed better - and didn't fall.
