Wanna know why so many abuse cases end in tragedy?

I just saw my neighbor across the street scream obscenities at her child, knock him down in the yard, then spank him across his legs and bottom until he screamed in pain. I reported her to the police. Their visit lasted less than a minute and they left, talking to none of the six people who witnessed it outside.

My town is small and heavily Republican. I thought that these people were all about protecting the kids from things.
