I would think that it's more of a problem at work because 1) you have to deal with your boss every day, and 2) your boss is in a position of authority over you, disempowering you to an extent. But then again, think of this scenario: if a stranger says to you "Hey sexy, lookin' good today" in a dark alley or an underground parking lot, that may be very threatening, probably a lot more threatening than the same words coming from your boss (however offensive the latter may be), in which case that would be a bigger problem.

and doesn't take the stony silence as a hint, the next line is usually an insult about the women's rudeness or speculation that she's a lesbian or frigid because she OWES this fool a reply.

If you haven't already, take a look at the other ads. Together they send a pretty clear message.
