Putin Quietly Took 'Scary Decision' and Nobody in Kremlin Saw It Coming - The Russian Dude
Putin has always been the one and only responsible for taking most of decisions in Russian internal and foreign policy. But what sets him apart form other political leaders is that he never takes responsibility if decisions turn out to be horrible. He just always makes his subordinates to take the blame.
