North Korea Intensifies Surveillance of Chinese Phone Users Along Border

North Korea has intensified its crackdown on Chinese mobile phones as part of efforts to tighten internal controls by limiting communication with the outside world, Daily NK has learned.

Authorities recently caught a Musan resident attempting to make a call to China. “The state security department’s radar bureau detected and arrested them within one minute of placing the call. They remain in state security detention,” a source reported.

Along the border, Ministry of State Security radar units use specialized equipment to track specific frequencies and signals, enabling real-time detection of calls to China. When agents detect Chinese telecommunications frequencies in residential areas, they immediately raid the suspected location.

In Yanbian, China, an ethnically Korean region on the border with North Korea, many people have relatives on the other side of the river. But these relationships are frequently kept secret. Ethnic North Koreans on the Chinese side of the border have difficulties finding spouses.

Kim Jong-un wants to limit outside information from entering North Korea, a practice that has gone on for decades. There is nothing to suggest that this is affecting smuggling across the border. Moreover, there is no information that North Koreans calling migrants and relatives in the Russia Far East Oblast have been geo-located and arrested like the poor victims cited in the article. So this crackdown may also be tied with Pyongyang's recent tilt towards Moscow, away from Beijing.
