Under the Rome Statute, the courts founding treaty, ICC members are bound to detain suspects for whom an arrest warrant has been issued if they set foot on their soil. However, the court does not have any enforcement mechanism.
The ICCs arrest warrant for Putin was its first against a leader of one of the five permanent members of the United Nations Security Council.

(11,780 posts)2. Just makes me think of when I was in Afghanistan. Based in the green zone.
I was a civilian employee of the army. Wed go across the street to Camp Eggers, a US army base because they had a PX and a pizza place. We were eating and a group of soldiers came in. They looked totally badass with fierce expressions. We all wondered who they were. Turned out they were Mongolian troops which surprised me. Didnt realize they were helping out. Anyways I got the feeling they were people you didnt want to fuck with.
