Norfolk homeless shelter suspends programs

NORFOLK

A shelter for homeless families in Norfolk has stopped operating because of a lack of money, and it plans to reopen in the fall.

The Dwelling Place has struggled to keep pace with shifts in government funding, which now favors programs that emphasize rapid re-housing of the homeless, said Cheryl Morrow Mitchell, the shelter's president.

At one time, nearly a third of the shelter's funding came from government grants, she said. That has dropped to about 15 percent.

The board decided last week to suspend operations, effective Tuesday.
