Peruvian President Dina Boluarte and her chain of command could be criminally responsible for the deaths and injuries that occurred at the beginning of her presidency in 2022, according to an Amnesty International report released on Thursday.
Anti-government protests in Peru began in December 2022 following the removal and arrest of former president Pedro Castillo and the subsequent ascension of Boluarte. The protests took place in various areas of Peru, such as Puno, where protesters demanded Boluartes resignation and early elections. After the events that took place in Puno, Perus Ombudsmans Office stated:
The right to protest is a fundamental right that must be exercised peacefully, without affecting the rights of other citizens. We urge the population to avoid acts of violence and to respect the regulations established by public authorities within their competencies. Occupying airports, assaulting othersincluding law enforcement officersblocking ambulances, and any form of attack on public or private property constitute serious offenses that do not fall under the right to protest. We remind members of the Armed Forces and the National Police of Peru of their duty to comply with current regulations and international standards on the use of force.

Additionally, it has also been reported that the police engaged in violent repression, resulting in the deaths of several individuals, including children and minors. The report establishes that between December 2022 and March 2023, this situation led to the deaths of 50 civilians and one police officer, as well as more than 1,400 people being injured. Furthermore, although President Boluarte swore under oath before the Public Prosecutors Office that she had no direct contact with the commanders, the report indicates that she met several times with the commanders of the Armed Forces and the police. These meetings could have been opportunities for her to order a change in the tactics being used at the time, but she did not do so according to the report.

(Whoever remains in the Presidential office in Peru has to please the hard right, racist, ruthless oligarchy which has controlled Peruvian politics forever, or he/she will be thrown out, one way or another, with no exceptions. Very familiar pattern throughout Latin America. All progressives immediately are hounded, harassed, assassinated, or usually driven out by hate campaigns triggered by oligarchs with deep ties to Washington hard rightists. Anyone who doubts this should start paying attention, asking questions, breaking down and researching. It will finally dawn on you. When it does, you won't be able to return to your former ignorant state, not for a moment. )

Amnesty International alleges that senior Peruvian officials either planned or deliberately failed to stop the violent crackdown on anti-coup protests which killed more than 50 people and injured thousands, writes PABLO MERIGUET

LAST week, Amnesty International published an 86-page document regarding the series of human rights violations committed by the Peruvian state during the protests that took place between December 2022 and March 2023.
During this period, when tens of thousands took to the streets in rage against the coup carried out against president Pedro Castillo, more than 50 people died and thousands were injured.
The report alleges that Dina Boluarte, the de facto president of Peru following the coup, as well as other senior state officials, either planned the police and military operations that violated the human rights of thousands of people protesting the coup or deliberately failed to stop the publicly known crimes.
For example, in Andahuaylas city in Apurimac, special forces used tactics that repeatedly violated human rights for several months without any order to cease such actions.
