Would Brown-D have defeated DeWine-R in 2006 if 2006 was not a Democratic wave year?

Brown-D defeated DeWine-R by a 12 percent margin. That was better than Tester’s performance over Burns in MT. McCaskill’s performance over Talent in MO. Whitehouse’s performance over Chaffee in RI.
In 2010, DeWine-R was elected Attorney General.
In 2012 and 2018- Brown won re-election to the US Senate by a 6 percent margin.
