They're positioning the cars in preparation for returning them to service.

That makes sense. The longest trains in Atlanta that I have seen are 8 cars (4 married pairs)

I don't know from where to where. This is five trains' worth of cars.

A-B-B-A + A-B-B-A
Even number, next odd number up, another odd number, next even number down + even number, next odd number up, another odd number, next even number down.
Only the A cars have control cabs.
