State may revisit tax credits give to Shell for its ethane cracker plant

in Beaver County.

When Shell first proposed this plant, the state gave it 14B in tax credits based on promises Shell made about bringing jobs and growth to Beaver County. That, unsurprisingly, hasn't happened and now with the plant struggling to make a profit and on the market for sale or partnership, Shell has been selling 100% of its annual tax credits, legal under the legislation that created them, to other companies, some even out of state.

It's like ground hog day, companies promise the moon, desperate state and local governments give them generous tax credits or other incentives and the promises rarely come to fruition.
