Part of Harris's Pennsylvania strategy: Lose red counties by less
The stops align with the Harris campaigns strategy to win Pennsylvania in part by running a little stronger in rural Republican strongholds than Biden in 2020 a message that Fetterman echoed at a Somerset County Democratic Party fundraising dinner.

The Harris campaign says it has 50 offices across Pennsylvania, including 16 in counties that Trump won by double-digits in 2020. Hillary Clintons campaign did not open an office in Lancaster County which Trump won by double digits in 2016 and 2020 until October 2016, said Brendan McPhillips, who managed Fettermans 2022 campaign and is now a senior adviser to Harriss campaign in Pennsylvania. The Biden campaign opened one in March this year.
