Oregon lawmakers inch toward a corporate tax compromise

Lawmakers' efforts to craft a workable overhaul of Oregon's corporate tax system have yielded a new proposal that builds on previous ones.

The latest plan, offered by Senate Revenue Chairman Mark Hass, a Beaverton Democrat, mixes elements from an earlier plan he helped craft and another put forth by House Speaker Tina Kotek, of Portland.

Both plans called for replacing the state's current tax on corporate profits with a tax on companies' Oregon sales, while giving low- and middle-income Oregonians personal income tax cuts or credits to offset higher consumer prices caused by the tax.

Hass, who co-chairs the Joint Tax Reform Committee, has made it clear that he favors a tax plan with a low rate and a broad base, because that sort of plan is less likely to hurt the economy.
