Woman pleads guilty to embezzling $100,000 from Rocky Boy clinic

A 60-year-old woman on Tuesday pleaded guilty in federal court to stealing more than $100,000 in loans from a federally-funded healthcare facility on the Rocky Boy Indian Reservation over the last 10 years.

Kathy Ann Sutherland pleaded guilty to wire fraud, one of the four federal charges on which she was indicted in July. In a plea agreement filed in federal court on Oct. 20, prosecutors agreed to dismiss the additional three counts: theft from an Indian tribal government receiving federal funding, theft from an Indian tribal organization and theft from a healthcare facility.

At the hearing, Sutherland said she took the money to feed her gambling habit.

Sutherland, originally from South Dakota, began working at the Rocky Boy Health Board Clinic in Box Elder in 1997. She worked there as a cash and grants manager for about 10 years, and also as the interim chief financial officer for a number of years. The healthcare provider would send invoices, created and filed by Sutherland, to the federal government for reimbursements to help cover operational costs.
